Summary

This implementation report covers the EU Trust Funds and the Facility for Refugees in Turkey (FRT). Amendments argue that trust funds go beyond the EU's budgetary rules and raise transparency and accountability concerns, debate dismantling the FRT versus aligning it with democracy, the rule of law and human rights, and cite the Court of Auditors' Special Report 27/2018, monitoring under the Financial Regulation, and a COVID-19 implementation delay.
