Summary

Dossier on compulsory licensing of patents in crisis situations. Amendments revise recitals on granting Union compulsory licences in national emergencies or extreme urgency, the role of the Commission and an advisory body's opinion, remuneration to the rights-holder, the requirement that products predominantly supply the internal market, the TRIPS Agreement and Doha Declaration, and customs authorities' role for products not allowed for export.
