Summary

This dossier amends the European Parliament's Rules of Procedure to strengthen integrity, independence and accountability. The amendments cover conflicts of interest and declarations of private interests, assets and meetings, registers of intergroups and unofficial groupings, the transparency register and restrictions on paid lobbying, gifts thresholds, a "cooling-off" period for engaging former Members, the Advisory Committee on the Conduct of Members, penalties for breaches, and publication of declarations and sanctions.
