Strengthening Moldova’s resilience against Russian interference ahead of the upcoming presidential elections and a constitutional referendum on EU integration

Summary

In this non-legislative resolution, which states Parliament's political position without itself changing EU law, Parliament addresses strengthening the Republic of Moldova's resilience against Russian interference ahead of its presidential election and constitutional referendum on EU integration. The resolution notes that the Russian Federation has used economic blackmail, disinformation, illegal funding of political parties, cyberattacks and other hybrid means to undermine Moldova's stability, sovereignty and democratic institutions and to weaken support for its European path. It recalls that in 2023 the EU imposed sanctions on named Moldovan oligarchs and pro-Russian actors and refers to a large-scale electoral fraud and voter-bribery operation, as well as to actions by the state-funded RT network. It also acknowledges steps taken by Moldova to combat interference, including banning parties operating outside the law, sanctioning oligarchs, suspending media outlets that spread disinformation and increasing customs controls.
