Council's recommendation on smoke- and aerosol-free environments

2024/2911(RSP)·RSP·Official procedure file ↗

Resolution on a topical subject.

Summary

In this non-legislative resolution, Parliament set out its political position on the Commission's proposed Council recommendation on smoke- and aerosol-free environments, framing tobacco as a major public health threat and noting concerns about second-hand smoke and the aerosols from new and emerging products such as e-cigarettes and heated tobacco products. The text recalls the goal of Europe's Beating Cancer Plan to achieve a tobacco-free generation by 2040 and cites Eurobarometer findings on the growing use of these products, including among young people, and on public support for restricting smoking in certain outdoor spaces. It invokes the WHO Framework Convention on Tobacco Control and the existing 2009 Council Recommendation as the basis for protecting people from exposure in indoor workplaces, public transport and indoor public spaces. Parliament rejected this joint motion for a resolution on 2024-11-28.
