Internal organisation decision: how Parliament organises its own work.
Through this internal organisational decision, Parliament decides to set up a special committee on the European Democracy Shield and to define its responsibilities, numerical strength and term of office. The decision is grounded in concerns about foreign interference in democratic processes in the Union, including information manipulation and disinformation, which it describes as a serious violation of the values on which the Union is founded. It refers in particular to disinformation carried out by Russia, especially since its war of aggression against Ukraine that started on 24 February 2022, and to the need for cooperation with Ukraine, Moldova, pro-European forces in Georgia and the countries of the Western Balkans. The decision situates the special committee within an existing framework of Union instruments addressing digital services, media freedom, whistleblower protection and foreign interference.
