European Fund for Regional Development and Cohesion Fund 2028–2034

This procedure concerns the European Regional Development Fund and the Cohesion Fund for the 2028 to 2034 programming period, handled as ordinary legislation under Articles 174, 176 and 177 TFEU. The amendments ring-fence cohesion resources within the NRP Plans envelope, question conditioning funding on CSRs as under the RRF, require full involvement of regional and local authorities through partnership and multi-level governance, protect support for health and education infrastructure, and exclude support for nuclear decommissioning, tobacco and activities under Directive 2003/87/EC. They also address Interreg, outermost and eastern border regions bordering Russia, Belarus or Ukraine, the just transition, and 'do no significant harm' and 'polluter pays' principles.
