This procedure would empower France to accede to the Inter-American Convention for the Protection and Conservation of Sea Turtles. The amendments dispute whether the matter falls within Union or Member State competence and whether empowerment is needed, refine the legal basis to Article 43(2) TFEU, and address France's cooperation with neighbouring countries such as Brazil, Suriname and Guyana over its American territories including French Guiana, along with reporting duties to the European Parliament, Council and Commission and the problem of illegal fishing causing incidental catches of sea turtles.
