Summary

This procedure establishes the 'AgoraEU' programme for 2028 to 2034, succeeding the Creative Europe and Citizens, Equality, Rights and Values programmes, handled as ordinary legislation. AgoraEU comprises a Creative Europe - Culture strand, a Media+ strand and a CERV+ strand, including a Daphne sub-strand on violence against women and children. The amendments set an indicative envelope of EUR 3 820 000 000, dispute a flat-rate increase, raise concerns about NGO transparency citing ECA special reports 35/2018 and 11/2025, address rule-of-law conditionality under Regulation 2020/2092, and cover the financial rules of Regulation 2024/2509, gender equality, media literacy and the use of Artificial Intelligence. Several amendments conflict, some opposing 'gender ideology' and LGBTIQ funding.
