The escalation of violence in the eastern Democratic Republic of the Congo
Resolution on a topical subject.
In this non-legislative resolution, Parliament addresses the escalation of violence in the eastern Democratic Republic of the Congo, noting the advance of the M23 armed group, backed by Rwandan forces, and its seizure of the regional capital Goma, with an estimated 3,000 deaths during the offensive and large-scale civilian displacement. It reports on grave human rights violations, including sexual and gender-based violence, attacks on MONUSCO and SADC peacekeepers, and M23's control of the mineral trade, and refers to UN Group of Experts findings that Rwanda's de facto control over M23 renders it liable for the group's actions. The resolution frames the M23 advances as a violation of the DRC's territorial integrity leading to a dire humanitarian crisis and further destabilisation of the country. It was adopted on 2025-02-13.
