Summary

In this non-legislative resolution, Parliament addresses the urgent need to protect religious minorities in Syria following the suicide terrorist attack of 22 June 2025 on the Mar Elias Greek Orthodox Church in Damascus, which killed at least 25 people and was claimed by the group Saraya Ansar al-Sunna. It strongly condemns the attack and all attacks targeting religious and ethnic communities, notes ongoing violence against Alawite and Druze communities, and urges the Syrian transitional authorities to improve safety measures, facilitate independent investigations, ensure accountability and uphold freedom of religion. Parliament reiterates the EU's support, including through the conditional lifting of sanctions, for a human rights-based political transition, calls for a Syria reconstruction fund conditional on demonstrable progress, and asks the transitional authorities to present a timeline for credible elections. It calls on the Council to maintain and impose more targeted sanctions on those responsible for religious freedom violations, and instructs its President to forward the resolution to the VP/HR, the European External Action Service, the Council and the Syrian authorities.
