Strengthening Moldova’s resilience against Russian hybrid threats and malign interference
Resolution on a topical subject.
In this non-legislative resolution, Parliament states its position on strengthening Moldova's resilience against Russian hybrid threats and malign interference ahead of the country's 28 September 2025 parliamentary elections. It stands in solidarity with the people of Moldova, reiterates full support for the country's independence, sovereignty and territorial integrity and its EU accession path, and calls on Russia to respect Moldova's independence and cease attempts to undermine its constitutional order and democratic institutions. The resolution condemns repeated attempts by the Russian Federation, pro-Russian oligarchs and Russian-sponsored local proxies to destabilise Moldova, sow societal divisions and derail its democracy, and it references EU sanctions imposed in July 2025 and the role of civil society and independent media. It was adopted on 2025-09-10.
