Continuous Belarusian hybrid attacks against Lithuania

Summary

In this non-legislative resolution, adopted on 18 December 2025, Parliament strongly condemns Belarus's ongoing hybrid attacks against Lithuania, including drone and balloon incursions, instrumentalised migration, economic coercion, smuggling, military provocations, cyberattacks and state-sponsored disinformation, and considers them part of a broader Russia-led strategy to undermine the EU and NATO. It records that Lithuania detected around 700 balloons and 200 drone intrusions in 2025, that airspace violations caused 19 airport closures and affected thousands of passengers, and that on 9 December 2025 Lithuania declared a national state of emergency and authorised the shooting down of unmanned flying objects. The text condemns the Lukashenka regime's retaliatory detention of European freight operators and expresses full solidarity with Lithuania and other targeted Member States. It demands that Belarus immediately cease all hybrid attacks, release detained European hauliers and compensate them, and it supports Lithuania's right to take proportionate measures, including the interception or neutralisation of unmanned objects originating from Belarus.
