Summary

Through this motion of censure on the European Commission, tabled under Rule 131 by a group of Members drawn from several political groups, Parliament formally censures the Commission, focusing on the EU-Mercosur Agreement. The text states that the Commission unilaterally concluded the Mercosur negotiations in December 2024 against opposition from national parliaments and farmers, adopted proposals for signature and conclusion in September 2025, and split the agreement into two legal instruments to bypass national parliaments. It argues the agreement threatens European agriculture by admitting products that do not meet EU environmental, social, animal welfare and sanitary standards, that the Commission's October 2025 safeguard clauses are insufficient and lack real reciprocity, and that the Council authorised signature on 9 January 2026 without waiting for Parliament's consent. The motion instructs the President to forward it to the Presidents of the Council and the Commission and to notify them of the plenary vote. Parliament rejected the motion on 2026-01-22.
