The text notes that the Commission presented the deal on 3 September 2025 as two parallel texts, the EMPA as a mixed framework agreement requiring Council unanimity, Parliament's consent and ratification by all 27 Member States, and the ITA covering only exclusive EU competence and requiring a qualified majority in the Council and Parliament's consent, and it raises questions about whether splitting the agreement affects Member States' veto power in light of the 1999 negotiating directives. Parliament rejected this resolution on 21 January 2026.
