Situation in Northeast Syria, the violence against civilians and the need to maintain a sustainable ceasefire
Resolution on a topical subject.
In this non-legislative resolution, Parliament addresses the situation in northeast Syria, the violence against civilians and the need to maintain a sustainable ceasefire, describing a fragmented and volatile security situation and a January 2026 offensive by the Syrian authorities in Aleppo and other governorates that displaced civilians and damaged infrastructure. The text records severe humanitarian consequences from fighting between the Syrian Army, affiliated militias and the Syrian Democratic Forces, including large numbers of people left without electricity, water, food and medical care and mass internal displacement, and it notes documented unlawful killings, enforced disappearances, arbitrary detention and obstruction of humanitarian access that potentially amount to serious violations of international law. It notes the announcement on 30 January 2026 of an agreement between the Syrian authorities and the SDF aimed at stabilising a fragile ceasefire and gradually integrating SDF forces, and Decree No 13 granting citizenship to residents of Kurdish origin. The resolution was adopted on 12 February 2026.
