Supporting democratic resilience in Armenia
Resolution on a topical subject.
In this non-legislative resolution, Parliament addresses support for democratic resilience in Armenia, noting that EU-Armenia relations have entered a new phase marked by higher political engagement and an expanded security relationship, and recalling the law adopted by Armenia's National Assembly on 26 March 2025 launching the country's EU accession process. It welcomes the new strategic agenda adopted by the EU-Armenia Partnership Council covering democracy, justice reform and human rights, and references the EUR 270 million resilience and growth plan and the establishment on 21 April 2026 of the EU Partnership Mission in Armenia (EUPM Armenia) under the CSDP. The resolution frames Armenia's parliamentary elections of 7 June 2026 as strategically important for democratic consolidation and closer EU cooperation, citing ODIHR concerns over election preparedness, cybersecurity, campaign financing transparency and media polarisation. It points to foreign interference, notably systematic Russian hybrid operations including disinformation, cyber operations and economic pressure, and notes pressure reportedly placed on the Armenian Prime Minister to allow a detained individual to participate in the elections.
