Summary
This own-initiative report addresses the challenge of water scarcity and droughts in the European Union. Amendments treat water as a common good, link water scarcity and drought to climate change, desertification, food prices and forest fires, and debate whether demand-side management should be preferred over supply-side measures. Others discuss the 'user pays' and 'polluter pays' principles, pollutants, public health, and the Water Framework Directive.
