Guidelines for a proposal of a regulation of the European Parliament and the Council on the implementation of the citizens' initiative, pursuant to Article 11(4) of the Treaty on the European Union

The dossier sets guidelines for a proposed regulation implementing the citizens' initiative under Article 11(4) of the Treaty on European Union. The amendments address eligibility and admissibility, the one-million-plus signatures from a significant number of Member States, the roles of the Commission and the European Parliament, a procedure of registering, collecting statements of support and presenting the initiative, verification of statements, a minimum age, transparency including funding, and treaty amendments.
