Cross-border aspects of adoptions

A legislative-initiative report on cross-border aspects of adoptions. The amendments set common minimum standards for the recognition of adoption orders, anchor decisions in the best interests of the child with reference to the UN Convention on the Rights of the Child and the Charter of Fundamental Rights, exclude surrogacy arrangements, and address the finality of decisions withdrawing parental authority from biological parents and grounds for refusing recognition on public-policy grounds.
