Summary
The dossier concerns the Single Resolution Mechanism's loss-absorbing and recapitalisation capacity for credit institutions and investment firms. Amendments revise implementation of the Financial Stability Board's Total Loss-Absorbing Capacity standard, the minimum requirement for own funds and eligible liabilities (MREL), subordination and eligibility of liabilities, the bail-in tool, the Board's powers over resolution entities, treatment of breaches, impediments to resolvability, and resolution plans.
