Use of vehicles hired without drivers for the carriage of goods by road

A proposal on the use of vehicles hired without drivers for the carriage of goods by road. Amendments concern costs, flexibility, safety and pollution of hired vehicles, Member States' option to restrict use to avoid fiscal distortions, time limits within a calendar year, registration in national electronic registers and presentation of contracts, penalties, working conditions of drivers, letterbox companies and abuse, and Commission monitoring and reporting.
