Summary
This dossier concerns a proposed regulation on sovereign bond-backed securities (SBBSs). The amendments debate whether SBBSs can address vulnerabilities from the 2007-2008 financial crisis and weaken the bank-sovereign nexus, the composition and tranching of the underlying euro-denominated sovereign-bond portfolio (senior, mezzanine and junior tranches), the regulatory treatment of senior tranches, certification and supervision by ESMA, and oversight by the European Systemic Risk Board; several amendments reject the proposal.
