Proposal to open negotiations on the Commission recommendation for a Council decision authorising the opening of negotiations for an agreement between the EU and Turkey on the exchange of personal data between Europol and the Turkish competent authorities for fighting serious crime and terrorism

An own-initiative report on opening negotiations for an EU-Turkey agreement on the exchange of personal data between Europol and Turkish authorities against serious crime and terrorism. Amendments address compliance with the Charter of Fundamental Rights, retention and erasure of data, concerns over human rights, freedom of expression and torture in Turkey, an impact assessment, the EDPS and an independent supervisory authority, defined offences, and suspension of the agreement.
