Summary

This dossier concerns settlement discipline, cross-border provision of services, supervisory cooperation, banking-type ancillary services and requirements for third-country central securities depositories. Amendments address the settlement discipline regime and cash penalties for participants causing settlement fails, mandatory buy-in provisions, supervision of CSDs operating across Member States and a stronger role for ESMA, settlement in central-bank money, foreign-currency and netting arrangements, treatment of SME growth market instruments, and authorisation thresholds.
