Summary

This annual report concerns public access to documents for 2019-2021. The amendments stress transparency as a precondition for citizens' trust, the obligation under Article 15(3) TFEU and Regulation (EC) No 1049/2001, providing documents in open machine-readable formats and all EU languages, the Council's refusals to grant access to its decision-making documents, and compliance with Court of Justice judgments on legislative and trilogue documents.
