Summary

This dossier concerns the establishment and functioning of European Works Councils and effective enforcement. The amendments clarify the concept of transnational matters, address coverage of legal fees for special negotiating bodies, the format and venue of meetings, gender-balanced and competence-based composition, protection of employees' representatives, sanctions for non-compliance, alternative dispute mechanisms, and treatment of pre-existing agreements; one amendment rejects the Commission proposal.
