The unlawful detention and sham trials of Armenian hostages, including high-ranking political representatives from Nagorno-Karabakh, by Azerbaijan
Resolution on a topical subject.
In this non-legislative resolution, Parliament condemns the detention of 23 Armenian hostages held by Azerbaijan, including former de facto Nagorno-Karabakh officials and prisoners of war, and demands their immediate and unconditional release. It denounces the ongoing sham trials and alleged inhumane treatment, calls on Azerbaijan to respect the right to a fair trial and access to medical care, and expresses concern at the closure of ICRC and UN agency offices in Baku. Parliament calls for EU and Member States' embassies to observe the trials and visit the hostages, and for sanctions under the Global Human Rights Sanctions Regime against Azerbaijani officials, naming specific prosecutors and judges. It calls on the International Criminal Court to investigate the forced displacement and ethnic cleansing of Nagorno-Karabakh Armenians and reiterates its call to suspend the 2022 EU-Azerbaijan energy memorandum of understanding, making any future partnership conditional on releasing political prisoners and improving human rights. The resolution is addressed to the Council, the Commission, the VP/HR, the Member States and the authorities of Armenia and Azerbaijan.
